Sandstorm ring is an armor piece that has no stats, but instead gives you a special attack if using melee. If paired with a special attacking weapon, both specials will have a chance to occur, with the ring taking priority over the weapon.
Overall, the Sandstorm ring is best used in mid-game, when you need to be melee but can't use 
Diamond Luck Potion IV yet.
In the late-game, this ring is superseded by the Diamond Luck potions because its special time is too long.
