The Special Key is obtained from a Random Travel Event in

Cartography which happens randomly when travelling over water tiles. The chance for a Random Travel Event increases with each water hex in your path and can be further increased with 
Captains Logbook.
The Special Key is used to obtain a 
Golden Crate from another random travel event. The player must have at least 1 Special Key in their bank to get the Golden Crate. It is possible to recieve more than 1 Special Key before getting the Golden Crate.
