The following things can be used to reduce the amount of time per action in Woodcutting.

Training

Put simply, it is advised to cut the two highest level trees available to the player for the higher exp/hr gain, whilst avoiding Magic Trees due to their lower exp per hour compared to most of the lower level trees. Ensuring you have the most up to date Axes available to your level in the shop will also ensure the fastest experience rates.
